The Department of Higher Education and Training (DHET) invites qualified and experienced professionals to apply for the position of Assistant Director: Supply Chain & Asset Management at Ikhala Technical and Vocational Education and Training (TVET) College.

This role is critical in ensuring effective procurement, asset control, compliance, and governance in line with National Treasury and Public Finance legislation.

Minimum Requirements

Qualifications

  • Grade 12 / Matric or equivalent (NQF Level 4)

  • National Diploma or Degree (NQF 6/7) in:

    • Supply Chain Management

    • Logistics Management

    • Or relevant equivalent qualification

Experience

  • 3–5 years’ experience in Supply Chain Management, including:

    • Tender management

    • Logistics management

  • At least 3 years at supervisory level

Key Responsibilities & Duties

Supply Chain Management Policy & Compliance

  • Develop, review, implement, and monitor SCM policies aligned with legislation

  • Ensure compliance with approved SCM policies and procedures

  • Introduce systems for procurement, provisioning, stock control, and reporting

  • Conduct awareness sessions on SCM policies

  • Identify and apply preference point systems per commodity

Procurement of Goods & Services

  • Oversee procurement in line with SCM policies

  • Ensure official orders are authorised within three (3) days of quotation receipt

  • Align procurement plans with the annual budget

  • Review quotations, specifications, and supplier documentation

  • Ensure purchase orders are generated, approved, and processed timeously

  • Ensure goods and services received are submitted to Finance for payment

Tender, Demand & Acquisition Management

  • Manage tender briefing sessions

  • Prepare tender documents from Bid Specification Committee inputs

  • Coordinate logistics for Bid Evaluation and Adjudication Committees

  • Serve as observer on Bid Evaluation and Adjudication Committees

  • Ensure adjudication aligns with preferential procurement strategy

  • Establish and oversee Bid Specification, Evaluation, and Adjudication Committees

Asset Management Oversight

  • Monitor implementation of the college’s Asset Management Plan

  • Ensure barcoding and recording of all assets on the asset register

  • Maintain updated hardcopy and electronic asset registers

  • Coordinate asset verification, counts, inspections, and disposals

  • Establish and manage Asset Disposal Committees

  • Facilitate reporting of asset loss, damage, or mismanagement

  • Conduct loss analysis and validate loss control reports

Supplier Database Management

  • Oversee development and maintenance of the supplier database

  • Ensure confidentiality of supplier documentation

  • Maintain accurate manual and electronic records

  • Monitor the TVET supplier database on the Pastel system

Staff Management & Development

  • Supervise and manage SCM & Asset Management staff

  • Ensure completion of performance agreements

  • Support staff development and performance management
